Human Resources & General Administration Department

The Human Resources and General Administration Department plays a key role in carrying out management and human resource development activities under the administration of the Deputy Vice Chancellor of Administration and Finance. In order to achieve excellent governance and provide efficient as well as effective services, the Department is divided into the following units:

Establishment and Recruitment Unit

Manage matters related to:

  • Planning of establishment/human resources requirements;
  • Recruitment of new members of staff (academic and administrative);
  • New contractual reappointment of academic and administrative staff;
  • Promotion of academic and administrative staff;
  • Evaluation of staff performance;
  • Staff discipline and conduct;
  • Management of staff personal records;
  • Management of departmental vote-book and budget;
  • Management of policies and regulations in the Establishment and Recruitment Unit.

Service Unit

  • Manage matters related to:
  • Staff salary and emolument;
  • Payment of allowance, remuneration and claims;
  • In-service leave facility;
  • Management of staff attendance;
  • Management of staff service books;
  • Management of retirement and retirement benefits;
  • Management of policies and regulations in the Service Unit

Administration and Training Unit

Manage matters related to:

  • Training and courses for staff (external and internal);
  • Further education for academic and administrative staff;
  • Management of expatriate employment permit;
  • Management of academic staff teaching permit;
  • Staff welfare:
  • Medical and hospitalisation benefits;
  • Takaful (insurance) protection benefit;

6. Administration of departments and the University:

  • Management of stores, files and telephone lines of the University;
  • Postal and correspondence (internal and external);
  • Procurement of office equipment/supplies;
  • Management of meeting rooms and catering;
  • Management of policies and regulations in the Administration and Training Unit

To make the Human Resources and General Administration Department a department that provides excellent services through the implementation and management of human resources that adhere to USAS service policies.

To become a centre for management and human resource development that is excellent; based on professionalism, integrity and system, in line with the vision and mission of the University.
